If you don't want to cut the puff pastry, Goya sells pre-cut empanada dough. If you can't find puff pastry dough, use pie crust and cut it into circles with a biscuit/ring butter cutter, etc.

Ingredients
1 tbsp olive oil
1/4 pound lean ground beef
1/4 cup diced white onion
1/4 cup chopped red bell pepper
1 tsp ground cumin
1/2 tsp sweet paprika
1/4 tsp dried oregano
1/4 tsp ground black pepper
1/4 tsp salt
1 package of puff pastry, cut into rounds
2 garlic cloves, minced
1 egg
1 tbsp water
Directions
Preheat at 390°F for 3 minutes
Heat oil over medium-high heat
Add beef and saute to brown
Add white onion and red bell pepper to the beef
Saute for 4 minutes
Add garlic, salt, black pepper, oregano, cumin, and paprika. Saute to mix well.
Drain oil and transfer beef to a bowl
Place 1-2 tablespoons of filling on each puff pastry round
Fold over and pinch edges to seal
Crimp edges with a fork
Whisk an egg with water
Brush each empanada with egg wash
Spray with cooking spray
Air fry at 325°F for 15 minutes
Flip halfway through cooking
